Officer Miller is a member of the Regent security who along with Jackson and Stanes was a member of the detail protecting Adwin Kosan, Phillip Petrov, and Jane Lattimer.

When Arthur Nielson, Claudia Donovan, Myka Bering, and Pete Lattimer tried to get up to the 40th Floor, he and Officer Stanes wouldn't let them go up; Claudia proceeded to throw a Tesla Grenade at them. Afterwards, Pete locked the two in a closet, and Claudia hacked into the terminal to see where the Regents were.
It is revealed that the two broke out just as the Berlin Wall Spray Paint started to work, and they were ordered by Mr. Jackson to get out of the building when it was falling down. He was seen helping Mr. Kosan after he and Artie got off the window-washer lift.
